Promoting STEM in all levels of education, to include identifying and recruiting top performers. Grant funded proposal: There should be educational feedback to accommodate all levels of e-Article submissions to ARXIV. Providing students at every level the opportunity and encouragement to learn "Science Technology Engineering and Mathematics" (STEM) related subjects; with support from STEM volunteers nation-wide. The incentive for volunteers is that to become a paid formal peer reviewer, a person must first rise up through the ranks of voluntarily reviewing in the automated review process. Providing ARXIV with a roster of persons and their automatically generated profile for reviewer selection.
There should probably be several levels of interactive submission process in a common relational database. Ideally a system that has expert-algorithms to help authors shape their submissions for higher levels of acceptance; i.e. higher levels of confidence.
The proposed system can be developed separately from ARXIV and implemented as a separate mechanism; or in support of pre-submission to ARXIV. I would imagine that a multi-million dollar development would eclipse the ARXIV capabilities to include alternative file types for inclusion with article submissions like physical data sets and SAS tools for evaluating those data sets. Only after the automated process are articles at the highest level of automated review submitted to the manual peer review process. Poorly posed or formatted articles never make it into the queue for formal peer review; thus, cutting the costs associated with peer review.
Each Level of automated and voluntary review has certain guidelines that must be met. Having met all the guidelines an article reaches the highest level of peer review status for a particular category of STEM.
Everyone submits their article at Level 0. Experts in one field are not experts in other fields, yet they may have legitimate but flawed articles to be considered. The automated system provides critique and flawed articles can incrementally be improved; i.e. author learns.
The structure of fields in the database allows expert software to use genetic algorithms and neural networks to associate abstractly similar relationships to multiple categories of science as researchers "search" for related articles of their interests. The researcher populates fields of the search engine with their ideas and the expert software would identify the pre-existing articles with similar relationships; not just keywords. Their search becomes a base for an article or even a direction for formal research.
Level 0: Anyone including grade school students submit their ideas. Static fields define the causality in proposed relationships (i.e. "Add Relationship to Sequence") to define the arguments. Then there are other fields to define the initial system of consideration (constraints and premises). A conclusion field (Abstract).
Level 1: Peer Reviewers of Level 3 or above have promoted Level 0 articles based only on the guidelines for Level 1.
Authors with a certain number of articles accepted in a particular level, can peer review articles submitted 3 levels lower than their own classification. They provide comment to the authors to improve the quality of the information submitted in accordance with the next level of related guidelines; or demote if present guidelines not met.
Level 2: The next guidelines that must be adhered to for being bumped up to Level 3.

Articles that a peer reviewer bumps up to a higher level, that ends up being demoted by 1 level by other peer reviewers of a higher classification, have their classification demoted in the particular article field of science.
Peer reviewers of higher classification that ultimately bump up an article without edits causes other peer reviewers of that article to have their rating increased incrementally to reach a higher classification.
In this way a computer can manage rating peer review without human hands. And peer volunteer reviewers can provide insight into relative advanced concepts in areas the author may be weak in consideration. The system becomes a learning tool in addition to a publication resource.
Reviewers can flag articles that need a particular type of expertise to promote article development. Automated association is provided to college programs, career pathways, and grants related to the content of the articles. High performing students are automatically flagged for Cornell recuitment from high schools. Cornell students who continue to submit articles are tracked throughout their careers in support of accreditation requirements. Advertising banners related to the article content can provide funding for maintaining the services, and to pay for formal peer review stipends. There are other business related models that can be incorporated into the system.
When the automated process reaches the highest Level of automated peer review, only then do assigned high ranking peer reviewers see the articles requesting formal peer review. Thus providing STEM encouragement to all levels of education, while minimizing the cost for peer review.
Via IP address, no one from the same region can peer review articles in the same region. So grade school students are less inclined to value buddies over legitimacy.
Articles that remain at any Level with recommendations for improvements, and no editing activity for some period of time (months), are archived and removed from an active status for peer review. An author may by choice Archive their articles that they find are flawed to keep their peer review level status. Authors that allow their flawed articles to be automatically archived have their peer review status demoted in the categories related to the automatically archived articles.
A researcher may choose any level of confidence related to published articles when searching. The higher the level, the greater the confidence that the information is well regarded. This provides an opportunity for author collaboration.
Systems of correlation would automatically identify potential fraud by tracking IP addresses in the same area that may be associated heavily with articles in the same area of another region for the same author; buddy system fraud. Authors would be instructed to have their buddies review their articles at Level 0. The expert-software blocks review in the same IP region above Level 0, and flags buddy review to warn off potential fraud.

Restatement: Republicans use a narrow set of religions as a means of controlling the masses, take away tax breaks for the middle class, and increase government spending to defense contractors; while constantly trying to eliminate social security. They represent the interests of large corporations that have no soul and would destroy the world to make a buck. Democrats promote religious diversity and have historically brought the U.S. out of depressions. But the people have short memories. They forget the Republicans who caused the problems in the first place. Corporations must be used as economic tools, not listened to as though they are the masters; and we the slaves.
Politicians must be assessed based upon their "historical" voting record, and the businesses and corporations that support them (because that is who the politicians are going to support with their votes). There are politicians that say what the public wants to hear, and vote consistently to benefit corporations at any environmental cost to the public. Our great grand children will suffer from our short sighted representatives.

Until the 1960's, Native Americans were still forced into boarding schools and physically harmed if they spoke their native language. The U.S. Government took active long-term(many generations) efforts to destroy native American cultural works. Native Americans that raised their voice had their entire families vanished. President Andrew Jackson wrote to eradicate Native Americans from the Americas. Not so long ago; the use of public funds. Our current funds in Iraq and Afghanistan? An estimated 50% of all known unique life forms have become extinct over the last 200 years resulting from human developed applications. What is the cost of being successful; self destruction? Yes, I'm a bit of an activist. But the point being (yes, there really was one buried in there) is that if you had the money, and it wasn't going to primary research, how would it otherwise be utilized that did not make our society worse off? Educating people to have their own business (business incubation) is of interest to me. But the consequences are disturbing as well. I had created a DVD in 2010 with business opportunities and a business model that almost anyone can participate in. I was considering marketing it as a self-funded way to propagate economic opportunity amongst native Americans and in third world countries globally; I stopped. The system works, but it provides an out of control population scenario. So ethically I had to kill my own project. I can provide economic prosperity to anyone (maxima's); but it does not benefit society as a whole. Historically, military is a huge component of government budgets. But increasing military spending isn't high on my list. Increasing the human population isn't a positive factor, unless they are willing to live in ever more compact communities; or propagate out into space. Else the environment certainly fails. Job opportunities surround applications (I agree with you [Stanislav]). Classical physics is a foundational tool for education in science and engineering; I'm not clear on how a mechanical or structural engineer could function without courses in classical physics. But what happens when we become successful? We destroy. Look at the mountain gorillas of Africa. The government was successful in increasing the lifetimes of the local population. Now they are burning down the rain forests to make cooking charcoal for the masses. Literally shooting the gorillas to get rid of the ecologists; so they can more freely destroy the rain forests. In our conversation [Stanislav], I do not see the down side to having people focus their mental efforts on hypotheses and conjecture that leads to incremental gains in understanding. The direct effect is potentially saving humanity in the distant future from cataclysms that classical physics is unable to address. Original research is largely funded by Federal resources. So when the Fed pulls back, companies in-general down-size their research budget, and physicists as a profession suffer. To support Physicist employment opportunities, the entrepreneurs need to be enlightened as to how to utilize developments to make a buck. There are very few engineers that can take original research developments and creatively make a marketable product prototype. Schools have never taught this as a profession (a niche profession that is broadly needed). Something like a Bio-medical Engineer with an MBA; but focused upon original physics developments. So selling this concept to your local politicians would seem to be an avenue to pursue. Collect a group of experts, use a "Priority Matrix" to relate the qualities of the environment you want supported, to your proposed steps to achieve your ends. Then compose your lobbying objectives. Then use your experts to lobby your Universities to gain support. Then lobby your Representatives. A more direct approach is that the school gets paid "indirect" funds for running grant projects. The University of New Mexico gets more than $55 million dollars in grants every year to do everything from nuclear research, to super-computing. UNM has almost a 50% indirect charge associated with each grant. So UNM gets over $25 million every year to supplement their costs. Inspired by: APS Physics "Spiritual"; a broader word for which scientists will likely create new terminologies to define the various scientifically reproducible components with which we instinctively interact Princeton University recently finished a 10-year research regarding "Global Consciousness". http://noosphere.princeton.edu/ Apparent correlations exist between socially unrelated humans globally. The observation is that seemingly random events correlate when using quantum-based criteria. “Faith” has always been the beginning of every journey; the purpose of Faith is to be destroyed by Truth. Religion is not the cause of Faith; rather, religion is the effect of Faith. Faith exists without religion. But Faith without a journey is useless self-deception; Faith in itself leads to nowhere. Every scientist and engineer has Faith in unknown(s), this is how their research and developments begin. So exploring religions and philosophies may be useful, but stopping in any one would seem to be self-destructive. Trapped in circular logic and accepting contradictions. From my own perspective, being "spiritual" is having a feeling of connectedness to a mental construct (does not need to be defined). The subconscious mind connects our cognitive mind to our perceptual senses and we therefore have related feelings that help describe the world around us. Complicate “spirituality” further with the trend of investigation related to quantum entanglement and how collectively other people may instigate subtle influences in our subconscious minds globally (as cited, perhaps the very basis of cognition), and spirituality (a feeling of connectedness), may eventually lead us to a much more refined form of global human connectedness that has very definable nuances that are separately controllable. I would only consider humans technologically useful over the past 15,000 years. Where will we be technologically 15,000 years from now? To be concise here, if I were to live billions of years, my goal would be connectedness to everything. I would not consider them as god(s), but rather as advanced versions of myself. Hmm, created in God’s own image; not physically, but spiritually (oh, now I need to use a more updated terminology; quantum mechanically?!). My guess based upon the early findings of qBits is that those civilizations throughout the Universe are already here, within us. What is the point of traveling in space, if those beings share our consciousness already? Would this not be what we would do to explore the Universe? Remote connections and possibly influences that is instantaneous and not spatially oriented. Is the downgrading of space missions related to the new burgeoning fields related to quantum entanglement? Perhaps we need a new set of terminology that breaks down "spirituality" into the new components we seem to be on the verge to investigate. "Spirits" are untouchable, but with our new technologies, this may no longer be relevant. Ghosts may truly be figments of our quantum-entangled minds; not of our imagination. ... Islam is a religion. Based in large part on Christianity The contradictions make accepting the religions as plausible, unlikely. Faith is the beginning of all peoples’ journey; in science, in paranormal research, in religious pursuit, in political, and personal quests. From a point of Faith, a journey must follow. Faith is extraordinarily useful; as a starting point. The culmination of sub-conscious perceptions, influences from Global Consciousness (see Princeton University 10 year study results), and influences we have yet to discover (see “Quantum Entanglement” and potential relationships related to the soul and afterlife). The purpose of Faith is to be destroyed by Truth. Faith without a journey based in logic; is by definition "irrational". Faith without the journey is useful only to those who lead peoples willing to be blind; those seeking greedful ends. Ascention is thinking without contradictions; this includes all of reality and that we have yet to discover. The closed loops of logic must transcend systems of relationships to be true. Small closed loops of circular logic are only tools of self-deceit. Rationalizing as a loose attempt to make irrational relationships seem plausible, is a sin as it relates to Faith. Persons of Blind or self-deceived Faith are the minions of evil. They know no difference, they seek no truth. They are the greediest people of humanity. To expect an eternal life from God is the ultimate self-serving expectation. To be grateful for life; there should be no expectations of God. ANY expectation is centered in GREED. A journey that intentionally seeks to satisfy self-deceit to justify contradiction is evil. Pretty words that are based in contradiction are evil. People of weak minds listen to the evil of pretty words, rather than the logic God provided in everything mankind has NOT touched. There are most likely civilizations that have lived ten billion years longer than mankind. We are on the verge of creating universes of our own design. None of us have even a meager concept of what the differences would be between ancient evolved civilizations and that of God. A religious work that does not change to reflect the new relationships learned from the journey, is preventing religious peoples from seeking Truth. The greatest evil of humanity is self-deceit,

Through hundreds of years of oppression, Native Americans have lost their "Voice" (generalized statement). The political environment has changed. Instead of being punished/beaten for speaking native languages; the environment is poised to recover the history and traditions that were lost. Now is perhaps the easiest time to feel secure in having a voice; and a time also where gaining voice can most easily provide influence if "active effort" is planned and implemented.
In return for becoming an Activist, a person achieves "accomplishment", which contributes to "confidence" and a larger feeling of "self-respect". With influence comes the ability to create "opportunities" where both personal and community benefits arise.
In society today, change is "expected". There is a "box" however, that those in control understand. As a respected native colleague has stated, "understanding the mechanisms of change can only be viewed from outside the box, looking in". Everything outside of the box is a risk too few are willing to learn about. This is where different methods by which the system can better support its constituents can be seen; understanding the broad relationships seen by looking at the big picture.
Self-deceit is like a horse wearing blinders; the horse trod along peacefully while a mountain lion approaches and prepares for attack. We must be like an eagle, recognize our own weaknesses and have a low-profile while learning the system relationships (catching a fish with talons); so we are able to repeatedly achieve our goals.
The "box" I'm referring to is the system by which control over our lives is implemented. Depending upon a persons desired environment of influence, the factoring relationships will vary somewhat; but what you learn will be broadly applicable.
The relationship of mathematics addition is a simple concept, but it applies in supporting an infinite number of different relationships. So too are the relationships of political influence.

To make a change, the system must first be understood (administrative, political, economic). To make a change, details of the result of the change must be predicted for 20 years or more. Often it takes 10 years or more to effect a change, so this prediction becomes a plan. Effective plans have many stages, where the results of the short-term plans provide support for elements of long term plans.
A political plan creates an environment to support the result of a plan. A "Result" can only sustainably exist if the environment in which it lives is created. A bear needs food, an unmolested environment, other bears to socialize with, lack of major diseases, and shelter. Remove any one of these and the bear will die out. A political plan lives or dies similarly.
Determine what is desired, determine what exists, identify political companions to share the effort, identify long term support issues, create short term projects to control the long term issues, obtain shareholder support, implement the plans of action, and manage sustainability issues.
The easiest ways to learn about the details of the "box" is to research it on the internet and become part of a related political group. These exist in many forms. As you learn about the "addition types of relationships" your understanding about how to interact in the box will soon make yourself a valuable player. We all start out as learning the skills of pawns, but through effort we "teach ourselves" to be knights, bishops, rooks, queen/king, and eventually the players in the political environment of our choice.

While you are conscious about the role and power coming from each chess piece, success in the game depends upon your movements and the movements of your adversary. Project managers need to be good chess players because that way they will be able to influence people in organizations. Author Bucero (alfonso.bucero@abucero.com) discovered the similarities between a project and a chess game on a recent vacation. His eight year old son knew how to identify who has the power in each movement and was able to use it. Sometimes he failed, other times not. That is a typical scenario for project managers."
"Leading with power is a learned skill. Many organizations lack good political “swimmers.” It involves assessment, identification, skill-building, planning, and application. Like all learning it involves movement between reflection and action. Creating your political plan starts with making a commitment to lead with power, most probably personal power. Look systematically at the environment which may be depicted as a vicious loop. Instead, create a virtuous loop based upon tools of persuasion and influence. Take the time to document a political plan, noting your observations and deciding upon action steps."

The feeling of Happiness requires a strong belief of being broadly grateful; 1000 good things happen to us every day. Inspired by: Liz Goodwin at The Lookout Woman openly declares she is too-well educated to be told not to use profanity on public transportation; while talking loudly on a cell phone. Use of profanity will probably end up affecting her career opportunities. This is one of the problems with Public Schools not being allowed to teach ethical tools of reasoning. The "Tools of Ethical Reasoning" should be taught at every level of education. But the Department of Education classifies "Ethics" as a form of Religion. So anything that has the word ethics attached to it is forbidden. But the "Tools of Ethical Reasoning" allow a person to anticipate outcomes; consequences. Really, to be able to predict the future based upon intended actions and the surrounding environments. The common use of profanity is just one small consequence of not being able to reason well. When profanity is used without useful intent (babble); most likely it will create drama and limit productive opportunities. No where in corporate America or even small businesses, is "slang", let alone profanity, an acceptable form of communication. In fact, it most likely will create a glass ceiling above which the individual will not be able to rise above on the ladder of opportunities. Unless a person is going to be a laborer all their lives, profanity and the common use of slang will "stop" any significant career advancement. Fine. I've been lazy, and it's time for me to ramp up my activist activities once again. Which includes contacting congressman and senators nation-wide, publishing on a wide variety of social networks, and recruiting others who share my perspectives to actively share their perspectives nationally.
Such things come from censuring. The subject is: Ron Paul dropping Keynesian economics and monetary policy into debate. A perspective expressed is that "Monetary Policy" is a subject of valid debate.
"Monetary Policy" is obscure, when you only have an hour for discussion. The complex nature and the "volume" of relationships to consider, make talking meaningfully about it a waste of time. Not even the economic environment for discussion can be discussed meaningfully in that time.
Representatives do NOT have the education nor exposure to interact meaningfully having to do with monetary policy. That's what systems of aids and departments are hired to tend to. Anything a person says about monetary policy does not uniformly apply in all economic environments; domestically and internationally. While policy changes daily to meet the needs of promoting economic opportunity in continually changing and diverse situations.
So if a representative wants to discuss "monetary policy", it is likely to obscure other issues that representative is trying to hide. Use up the debate time.

They forget the Republicans who caused the problems in the first place. Corporations must be used as economic tools, not listened to as though they are the masters; and we the slaves.
Politicians must be assessed based upon their "historical" voting record, and the businesses and corporations that support them (because that is who the politicians are going to support with their votes). There are politicians that say what the public wants to hear, and vote consistently to benefit corporations at any environmental cost to the public. Our great grand children will suffer from our short sighted representatives.
Until the Republicans stop representing corporations, I will never vote for another Republican.
Many Democrats are guilty of pandering (brown nosing) corporations too, but just not as many.

| It usually does, but if the governor is not set correctly it won't. There are several conditions that can cause these symptoms. I wouldn't jump on any assumptions. Here are a few diagnostics:
The governor travel adjustment screws are too tight.
The governor screw adjusts the maximum mechanical travel to keep from damaging the carburetor. But if adjusted too tight, it can keep the carb linkage from moving sufficiently. Too loose and it can damage the carburetor. With the engine "off", remove the rockshaft bracket and shaft. Do not lose the key on the end of the shaft when the shaft is pulled out of the governor. Use a flashlight and watch carefully. Back out the screws and count the number of turns while watching the governor cross shaft key-way for rotation. If there is rotation continue backing the screw out until the rotation stops. Set the governor throttle control up by the steering wheel to the idle position. "CAREFULLY" start the engine and manually control the engine RPM with the throttle on the side of the carburetor. Do NOT allow the engine RPM to high rev, keep it at a slow Idle. With a flashlight, watch the governor cross shaft socket on the side of the governor. Slowly increase the engine RPM and watch to see if the governor rotates clockwise in an attempt to close the carb throttle. If this is working, the governor is NOT the problem. Set the travel adjustment screw to just a little less than the travel needed for the carburetor open-to-close travel needed. With the engine off, set the carb control rod length to fully open the throttle. Now when the engine starts, the governor will close the throttle to the idle RPM.
The rockshaft linkage to the carburetor may be adjusted too short.
This assumes that the governor maximum travel screw is adjusted properly (i.e. control shaft moves back and forth just enough to open and close the throttle). With the engine "off", adjust the carb linkage out enough to open the throttle wide open. As the engine starts and begins to rotate the governor weights, they will pull the rod and try to slow the engine down. Moving the throttle applies extra force to counter the force of the weights to allow the engine to increase in RPM.
The governor rockshaft key-way has too much slop.
With the engine "off", Disconnect the control rod from the carburetor. Gently rotate the rockshaft back and forth while using a flashlight to observe the insertion point into the governor keyed opening. If there is significant slop, unbolt the rockshaft assembly and simply pull the shaft out of the governor (do not lose the shaft key). Look for damage. You can replace the key stock if deformed, beef up the key-way with shim stock like a piece of hacksaw blade, or use locktight if the slop is excessive. You can break the bond of the locktight in the future by heating the shaft up with a torch. Be sure to use the rockshaft bracket in its final bolted position to align the shaft before the locktight sets up. Recalibrate the governor system since there will no longer be any slop.
External spring and control arm on governor that connects to the throttle by the steering wheel is frozen.
Rust can cause the control arm to freeze up and so the throttle input does not cause a change in RPM. Use penetrating oil and loosen up the throttle input assembly until it rotates smoothly under the spring pressure. Apply some grease to keep the assembly lubed.
Only if the travel screw adjustments allow for maximum movement, AND the throttle input assembly moves freely, AND a change in RPM (slow idle to mid RPM) does NOT cause a governor rotation with the cross shaft disconnected, would I consider the rebuild of a governor.

My father is 80 years old and Wells Fargo allowed his care-giver to steal over $1,000 from him through writing fraudulent checks and cashing them at Wells Fargo banks. Even the thumb print and camera video document the care-giver fraudulently cashing the checks. My father is bed-ridden and can not see to read anything without a magnifying glass. Just like millions of other elderly. As a result, unethical care-givers take checkbooks and bank cards from the elderly and clean out their accounts over many months before the elderly know. The elderly finding out when they can not afford to pay for their prescriptions or even their housing payments. I'm currently involved in this exact situation. Wells Fargo is encouraging this behavior because: - Wells Fargo will not prosecute the care-giver
- The care-giver is free to repeat this process over and over, victimizing countless elderly that are bed-ridden, legally blind, handicapped...
- Wells Fargo will not reimburse the elderly & handicapped for their losses
- Wells Fargo will either not maintain insurance coverage for losses
- or pockets the insurance without reimbursing the member for their losses
- Wells Fargo will not use the FDIC insurance on the accounts to protect account members from fraud.
Please inform the public about the gross abuse of the elderly perpetrated by Wells Fargo. Please protect your family and have them immediately "transfer" all assets from Wells Fargo to Federal Credit Unions and other banks that do actively protect account members against fraud. I was reflecting upon the Advisory Committee regarding the stated needs and that one industrial partner vocally dominated the committee. A committee member pulled me aside after the meeting to voice their strong support for the teaching of an area that the vocal committee member opposed. His drive to communicate this with me was strong. He was very vocal one-on-one but never said anything during the meeting. In retrospect, I'm thinking of the many meetings and there seems to be a trend. I believe there is an unspoken code of etiquette that prevents many people from contradicting anyone in public, or in front of others such as meetings. To meet the needs of individuals and to recognize their customs, I suggest attempting a restructuring of traditional meeting etiquette to allow for individual contributions to be presented and recorded.
